Haydon Wick Parish Council has joined the Wiltshire & Swindon Prepared Emergency Contact Hub Scheme.

When flood waters rise, snow blocks roads, or power cuts leave homes in darkness, emergency services work tirelessly to help those most in need. But what if your street could help itself? What if neighbours could support each other while waiting for assistance to arrive?

That’s exactly what Haydon Wick Parish Council’s Community Emergency Plan is designed to do.

In an emergency, every second counts. This scheme provides our community with a safe, coordinated place to come together, support one another, and access help before emergency services arrive (if needed).

Why Does Haydon Wick Need an Emergency Plan?

While we hope emergencies never happen, our community faces real risks: flash flooding, river flooding, severe winter weather blocking Thames Avenue hill, and potential power outages. Emergency services may have to prioritise those in greatest need and may not reach you immediately. This isn’t about replacing professional services—it’s about neighbours helping neighbours until help arrives.

What’s Already in Place?

Our community has significant resources: Places of Safety including the Haydon Centre (capacity 1,000), schools, churches, and community facilities. When emergencies strike, trained Community Emergency Volunteers can monitor flood-prone areas, help share information, check on vulnerable neighbours, clear paths during snow, and coordinate with emergency services.

Getting Involved – We Need You!

The plan only works if we all play our part:

Become a Volunteer:

The Parish Council is recruiting Community Emergency Volunteers. No special skills required—just a willingness to help your neighbours.

Hub Supervisor

Overall coordination & decision-making
• Oversees hub operations: safety, effectiveness, efficiency
• Ensures all roles are covered and volunteers supported
• Facilitates group discussion and shared decision-making
• Leads informed, timely decisions during a crisis

Information Officer

Collects, manages & shares information
• Gathers information from the community and responding agencies
• Displays key updates (e.g. notice boards, situation boards)
• Shares appropriate information via community channels/social media
• Passes agency information requests to the Hub Supervisor

Public Information Officer

Supports information management
• Assists the Information Officer when workload increases
• Keeps situation boards accurate and up to date
• Helps manage public-facing information during incidents
(May be combined with Information Officer in small incidents)

Receptionist

First point of contact
• Welcomes everyone entering the hub
• Explains the hub’s purpose
• Directs people to the correct support or role

Welfare Officer

Looks after people’s wellbeing
• Provides emotional support and reassurance
• Listens to concerns and offers comfort
• Identifies people who may need additional help or signposting

Needs & Offers Officer

Matches help to need
• Records offers of help and available resources
• Logs requests for assistance from the community
• Matches needs with volunteers, skills, or equipment
• Escalates urgent or unmet needs when required

No previous experience is required – full training and guidance will be provided. 

By volunteering, you’ll be helping to strengthen our community resilience and ensure no one is left unsupported when it matters most.

Prepare Your Household:

Every home should have an emergency kit with battery-powered radio, torch, first aid supplies, bottled water, medications, and important documents.

Know Your Neighbours:

Simply knowing who lives nearby—especially vulnerable residents—can make a huge difference.
