The census is coming. By taking part, you can help inform decisions on services that shape your community, such as healthcare, education and transport.

The census is a unique survey that happens every 10 years. It gives us a snapshot of all the people and households in England and Wales – the most detailed information we have about our society.

It’s important that you fill in your census questionnaire. Without the information you share, it’d be more difficult to understand your community’s needs and to plan and fund public services.

In one way or another, your information touches the lives of every single person living in England and Wales, whether it’s through using census information to plan new schools, doctors’ surgeries or bike lanes.

Because these things matter to us all, everyone needs to complete the census. Do not worry, government officials dealing with applications you’ve made or payments or services you receive cannot see it.

The Office for National Statistics (ONS) runs the census in England and Wales and is independent from government. Your details are protected by law and information published is always anonymous.

Census Day is Sunday 21 March 2021. You can fill yours in online as soon as you get your access code in the post. If your household circumstances change on Census Day, you can let the ONS know.

Everyone should have the support they need to fill in the census. If you, or anyone you know, needs help, there’s a wide range of support services available.

These include a contact centre that can give you help over the phone and guidance in a range of languages and accessible formats, including paper questionnaires and large print.

Haydon Wick Parish Council is pleased to report that plans for the Haydon Wick Dementia Café have been progressing well.

The effects of isolation and loneliness are an increasing concern for everyone this year. The national COVID-19 regulations have meant that many dementia suffers and their carers have experienced heightened feelings of remoteness and separation. Looking to address these concerns, Haydon Wick Parish Council is delighted to announce that it has secured external funding from the National Lottery Community Fund to help finance the development and project delivery of a community Dementia Café

The additional external funding will be used towards the investment in a mobile state-of-the-art interactive sensory unit, which can be used within the Dementia Café setting, and will be shared with the wider community in local care homes. The award winning interactive equipment will enable participants to experience a greater opportunity for socialisation, mobilisation, emotional stability and so much more. It is hoped that this community resource will help enable increased communication and integration for what can be considered a traditionally marginalised section of the community.

A community consultation survey was run by the Parish Council towards the end of last year, and of those that participated, 79% of residents said they would like to see an increase in provisions for those suffering with dementia and isolation in our community. Councillor Ellen Baker Lee has this to say about the project:

“Now more than ever, we need to engage with those living with Alzheimer’s and dementia and their carer’s and loved ones. This Dementia Cafe is a great way of reaching out and including everyone in activities that they can enjoy and identify with. And the fact that it is mobile and can be moved from care home to care home means more residents can benefit from it. As someone who has first-hand experience of the disease, I know that this will be of great benefit to the community”.

NOTICE OF TEMPORARY TRAFFIC RESTRICTIONS – THAMESDOWN DRIVE, SWINDON

This Order is being introduced to allow major resurfacing works at major junctions off Thamesdown Drive and will prohibit vehicles from proceeding on Thamesdown Drive at a speed exceeding 20mph, overnight road closures on Thamesdown Drive at the junction with The Orbital Centre and Haydon Brook Bridge Northbound carriageway and day time side road closures at Thamesdown Drive junction to Eastbury Way, Redhouse Way, Torun Way, Oakhurst Way and Thursday Street. Suspension of the bus lane (accessed via Manor Farm Roundabout) & Mazurek Way to allow traffic to access the retail car park.

Alternative route to be signed accordingly for the section of Thamesdown Drive to be closed.

The Order will come into force on the 1 March 2021 for 6 months but it is anticipated the traffic restrictions will be put in as and when required with advance notice given to notify drivers advising of the dates/times.

Haydon Wick Parish Council appreciates that 2020 was a challenging year for everyone because of the COVID-19 pandemic and changing priorities. Prudent management of budgets over the preceding years has stood us in good stead. In this coming financial year the key focus will be on consolidating our financial position. The Council remains optimistic for the future and seeks to support the whole of its community in meaningful and innovative ways.

In such a period of uncertainty, it has been important to carefully consider a budget that will enable the Parish Council to continue to deliver a range of initiatives benefitting the residents including enhancing our play parks, good management of allotments, maintenance our open spaces, and ensuring our teams have the equipment and facilities they require to operate efficiently, including a suitable depot for the Parks & Open Spaces service delivery.

The COVID-19 restrictions saw an increase in the use of open spaces and the importance of looking after our mental health and wellbeing. The Parish Council manages 24 play parks and many more open spaces, and these have been essential in supporting our residents during the periods of lockdown and restrictions. The completion of the Haydonleigh Skatepark was achieved despite many difficult challenges and there are plans to refurbish at least two more play parks in 2021/22.

The Parish Council remains fully committed to delivering all our services and this precept will also see the introduction of many more community activities, such as a Dementia Café and a mental health and youth development programme.

The financial uncertainty that many of our residents face has been at the forefront of our minds as we set the precept. At the Full Council meeting on 26th January 2021 the precept was agreed to be £94.51 per year which is an increase of £3.28 per year for a Band D property.

The Chairman of the Council, Councillor Linda Brown said “This year’s budget was carefully put together and robustly scrutinised by all members of the Council. The precept of £94.51 per year represents value for money when considering what it delivers for all sectors of our community. Not least by expanding our service provision with more community development and youth engagement programmes, and the continued enhancement of our open spaces and play parks. We hope everyone can see the passion and commitment of the Parish Council as we continue to strive to develop our community”.

We are delighted (and very excited!) to unveil the enhancement of King George V Play Area in Haydon Wick.

The play area will undergo complete resurfacing from Monday 25th January until the end of February 2021 (depending on the weather conditions). The existing surface will be replaced with this innovative wet pour design and include mulch rubber footpaths leading from the main gates to, and interlinking, the two play areas. It is hoped that the footpath will help with the accessibility for pushchairs, wheelchairs and a create a more direct route for pedestrians using the Play Area as a cut through. The design in itself will add some additional play value with the graphics and the creation of some additional bunds around the perimeter, in keeping with the natural woodland surroundings.

Two new goal posts will be made and installed by the Parks & Projects Team and the Play Area Working Party is also researching some accessible play equipment that can be installed during the project.

The Play Area remains closed during the resurfacing works and we apologise in advance for any noise disruption.

We will share progress pictures throughout the project. For now, here is a sneaky peak of what it will look like…

I’m asking all residents to support a £15 per household, a year, rise on a band D property in the policing part of council tax for 2021/22. This equates to an extra £1.25 a month and means that we will be able to support the recruitment of 46 additional officers for Wiltshire in 2021/22 and maintain essential services.

I know that in normal times an increase in contributions will be felt by our communities but after this year, I realise this increase will be felt more keenly than ever before. The decision to ask for your support for a £15 per year increase has been a difficult one – and one that I would not make if there was an alternative.

Haydon Wick Parish Council has certainly adopted the tradition of ‘New Year, New You’ for 2021, and is excited to announce the unveiling of a new website, and new brand.

The self-improvement journey began in June 2019 when the Council recognised that some work was needed to ensure the website complied with local authority accessibility regulation updates, along with sector transparency requirements. Haydon Wick Parish Council went on to approve and publish a budget and project scope for a website redesign and rebrand, that would create an accessible, functional, resilient, and representative website to support and depict the community into the future.

In August 2020, an extensive tendering exercise and robust evaluation process took place. Parish Councillors, the IT Working Party Group and Council Officers worked alongside local marketing and branding agency Clearwater to create a website that is user friendly, and most importantly, inclusive for all residents and visitors.

The website is at the heart of the new design strategy and reflects the Council’s vision. The user-centred platform is designed to engage and grow key audiences, and improve communication, enabling residents to make contact and access information easily.

As part of the project, it was identified that the Council’s brand required some redevelopment. A new brand was designed to reflect what the Council is, what it does for the community, what the community can expect from the Council, and who it represents. This process involved branding exercises with Councillors, working party groups and Officers. Key values and objectives of the Council were identified and are reflected in the both the new brand and the website.

It is hoped that this brand and website redevelopment is more appropriate and relatable for the current Haydon Wick community environment for many years to come.

2020 is the 75th anniversary of the end of WWII, so this year to mark Remembrance Sunday we would like to invite you to get involved with our community Poppy wall by simply printing a template and colouring. Then return to us at the Parish Council Office Post Box on Thames Avenue SN2 1QQ by Friday 30 October.

Poppies are worn as a show of support for the Armed Forces community. The red poppy is a symbol of both Remembrance and hope for a peaceful future.

Haydon Wick Council Members’ Allowances 2021-2022

The Local Authorities (Members’ Allowances) England Regulations 2003 state that:

Parish Councils may choose to pay their members an allowance, known as a ‘parish basic allowance’, to recognise the time and effort they put into their parish duties. There is no obligation on the parish and town council to a pay such allowance. However, if a parish or town council wishes to pay such allowances, it should have regard to the recommendations from Swindon’s Independent Parish Remuneration Panel.

Swindon Borough Council appointed an Independent Remuneration Panel and they reviewed the issues of allowances for parish and town councils within Swindon. The Panel has determined that it will use a formula (based on a percentage of the Borough Council’s Basic Allowance and electoral populations) to create a single recommendation in the form of a scale of allowances that can be applied to all parish and town councils in the Borough. This scale is linked to any increase in Borough Council allowances which avoids the necessity of undertaking a review of parish allowances when the Borough Council’s levels of remuneration change. The Panel last reviewed this formula at its meeting on 12 June 2015 in order to ensure its continuing relevance and appropriateness. It concluded that the Panel’s previously adopted recommendations for parish and town council allowances be endorsed.

Recommendations for the 2021-2022 Municipal Year

Swindon’s Independent Remuneration Panel recommended Haydon Wick’s Councillor allowances for 21-22 be:

£1,757 Per Elected Member
£5,272 for the Chair
Cost approximately £35,141 per annum.

Haydon Wick Councillors are CURRENTLY paid:

£884 Per Elected Member
£1,643 for the Chair
Cost approximately £16,674.46 per annum.

As such, if Haydon Wick adopted SBC’s recommended allowance scheme this would represent an increase of 116.10%.

Haydon Wick’s Renumeration Decision

In August 2019 Haydon Wick’s Parish Councillor considered the Independent Remuneration Panel’s recommendations and unanimously agreed to decline SBC’s recommendations in favour of retaining their existing arrangement which is for any increase to be consistent with its own staff pay increases. The Council decided at the Full Council meeting on 22^nd September 2020 that the decision remains the same as last year, to decline SBC’s recommendations.
